Composer and artisan takes too long to respond

I try using php artisan config:cache to laraship e-commerce project folder. It takes to 12 mins to completely clear the cache. While, i switch to another project it less than 10 seconds. Please help.

Its not app issue, its taking less than a second under our dev environement, you need to check your machine.

Composer is not a standard tool and not built by us.
