I work on the website which suppose the tax change depending on the product price, how can I use the tax classes or there is another way to do it. also the create button not working on tax classes.

Tax classes can be assigned to products directly. and in each tax class you can set multiple tax rules based on country , state , city , zip, weight , heights and all of these will be used for calculations
