This is the css file we are updating recently (in the black background). We are uploading the file via Filezilla. Earlier today, when the file was uploaded, we were seeing the css changes on the page.But, recently, if we update the file, server still picks up an older version of the file. It is not detecting the new changes. Please let us know what the issue is and how to solve it.

Hello,
Please confirm you have the proper file permission and the file is being transferred properly, usually, if you don't have permission, files are not updated on the server and they can cause the issues you're facing, this is not Laraship issue but server issue for sure
